The City Council of Nairobi and indeed all local authorities are the most misunderstood and most discredited organizations in this country in the world over, yet they perform functions that are so basic to the lives of their residents. It is premised upon this misunderstanding and undue criticism that I intend to address visitors to this website in order to afford you an understanding of the council, its operations, challenges and the likes. The city council is a legal entity created by an act of parliament cap 265 of the laws of Kenya, the local government act, to provide a number of services to residents of the city.

These services include water and sewerage, education infrastructure, city planning and development control, public and medical health services, social services, welfare, youth, markets, trading and housing services, roads, passages and street lighting services.

I lead the Council’s policy formulation arm whose role is primarily to formulate policy in the area of service provision for implementation by the policy implementation echelon of the council led by the Town Clerk. We formulate policy through the standing committee system which resolves on matters brought before them.

Matters resolved at the committee stages are presented to the full council which I chair for ratification into policy ready for implementation.

The Council, under my charge will ensure that resident friendly policies are formulated all the time with further promise that the executive arm will live up to its mandate by implementing these policies.

We will also make sure that the resource generation function of the council is strengthened to enable us generate enough resources required to provide services to residents of this city whose cooperation and support we need to achieve our mission.

The City Council also needs to make sure that it achieves its mission and functions as presented as it is through this effort that resident’s confidence in the council will be instilled, nurtured and sustained.

As I promise to deliver my part of the bargain, I wish to call upon residents of this city to reciprocate by paying their due to the council as it is in these revenues that we are able to provide services to you.

We promise to utilize these resources prudently in line with the laid down financial management practices.  To buttress the resource utilization segment of the council,   it is the duty of resident to shun any activities that may result in the wastage of these resources like vandalism and indiscriminate application of council services and utilities.  Report any cases of vandalism on city council’s infrastructure to the council through the customer care desk numbers or to the police.

With the foregoing in mind, I wish to welcome you to sample this site. We will be posting timely information relating to operations and activities of the council and welcome your responses and reactions.  It is your responses and reaction to the content of the Website and other observations that will make us sharpen service delivery approaches to you.
